Organization

To run its affairs, IFHP has a three-tier structure: Council, Bureau and Executive Committee, with a small Secretariat in The Hague to run its business.

The Council

The Council is where the members can have their say in the running of the Federation. Organisational members have two votes; individual members have one vote. The Council elects the members of the Bureau. It also approves the budget and the working programme and fixes, on the recommendation of the Bureau, the theme, location and date for the annual congress. In certain circumstances the Council may change the rules of IFHP. The Council meets every year at a congress.

The Bureau

The Bureau is the general board of IFHP. It consists of 33 members and is chaired by the President. The Bureau decides on general policy matters, controls resources and expenditure and prepares and organises the annual congresses and Council meetings. It is also its task to appoint the Secretary General. The Bureau meets twice a year, usually at the annual conference and congress.

The Executive Committee

The Bureau delegates responsibility for all administrative, operational, financial and management matters - other than those reserved specifically for itself - to an Executive Committee (EXCO). It consists of about 8 Bureau members, including ex officio the President, who is the chair, the Deputy President , the Past President and the Treasurer. Other members have specific responsibilities, in particular for congresses, for scientific matters, for membership and for the secretariat. The Executive Committee meets at least twice a year outside of its participation in the Bureau.

The Secretariat

The Secretariat is charged with the day to day running of the Federation. The Secretary General is its Head and Chief Executive Officer for all IFHP operations and affairs, and is at the same time the Secretary of the EXCO, Bureau and Council. The secretariat staff (see contact us) is responsible for event organisation in partnership with cities, for the coordination of information supply and exchange, for IFHP’s participation in projects and for membership administration and acquisition. The Secretariat is located in The Hague, The Netherlands.
