5th Working Party on Housing and Urban Settlements

Paris, 8-9 November 2007 - 5th meeting of the Working Party on Housing and Urban Settlements 'Social Cohesion and Housing: role and place of social housing promoters'

The fifth meeting of the Working Party on Housing and Urban Settlements took place in Paris, and was organized by COFHUAT and BATIGERE, one of the largest group of social housing companies in France.

The company provides housing for 140 000 people and owns and manages about 61 000 social houses in several French regions including Ille-de-France. With an investment in 2006 of 366M Euro the budget is divided in 3 sectors: 20% for maintenance, 30% for new constructions and renovations and the remaining for external growth.

“Housing, in its large assumption, is one of the main levels on which public authorities can lean  in order to insure social cohesion.” This idea was the starting point of the debate around the role of social housing promoters.

The field visit was one of the highlights of this meeting. All the 44 participants experienced the real transformation of the construction area: the urban renovation project of “Prairie de L’Oly” at Montgeron – Vigneux s/Seine. Nowadays 2/3 of the Urban renewal operation (ORU) is already accomplished and bythe end of the construction works there will be 1100 lodges instead of the initial 1287 (15% new lodging).
